Biography

Dr. Gary Dougan has more than 15 years of experience in health plan quality management, including dental office and insurance claims reviews, dental insurance plan design, and policy setting and regulatory compliance. He oversees the credentialing, quality auditing and peer review activities of Western Dental, including review of all Western Dental Centers and the contracted network of individual practices. Dr. Dougan resolves clinical and administrative member complaints, provider disputes and oversees the identification, tracking and monitoring of all quality management and quality improvement activities. He is a Certified Dental Auditor from California Association of Dental Plans, and a Certified Dental Consultant from American Association of Dental Consultants. Dr. Dougan received his DDS from Georgetown University School of Dentistry, Washington D.C. He holds a Master of Public Health Degree from UCLA, and completed the hospital dentistry residency at the LA County – USC Medical Center. Dr. Dougan practiced clinical dentistry for 20 years, and is active in "organized dentistry." He is currently a Trustee of the California Dental Association and a Fellow of the UCSF Health Care Leadership Program.
